职位描述

Report to: Business Unit Manager

Position Summary:


- This individual will be responsible to supervise a team and provide sourcing, procurement and supplier quality management services in support of Chomerics AP. Working with the manufacturing, engineering & quality team to develop and grow a viable supplier base. Work with BUM to understand the strategic sourcing objectives of localization project.

- This position requires a high degree of polymer material engineering, manufacturing, quality, negotiation, procurement, organization design, people management skills. Must have excellent understanding of material and processes. In addition this person must possess excellent written and verbal communication skills in English and Mandarin.

Scope/Supervision and Interaction:

- Oversees the sourcing team. Closely interacts with function teams on the projects to locate and develop supply base to meet objectives. Work with function teams to guarantee the supply for both production and service requirements.

Job Responsibility:


- Lead and manage all procurement management activities including supplier reduction/evaluation/certification, supplier follow-up, price negotiation and compliance with government procurement regulations.

- Develop sourcing organization and build up strategy procurement system.

- Develop a qualified supplier base; supervise supplier performance & continuously improvement.

- Establish preferred supplier selection criteria based on supplier evaluations of price, quality, delivery, certifications, and compliance with governmental procurement regulations. Promotes and uses strategic suppliers..

- Works with suppliers to develop and manage continuous improvement programs, addressing quality, delivery, service as well as price.

- Prepare and manage department budget within established guidelines.

- Extend the support to division to satisfy their sourcing requirement in China.


Qualifications:

- Bachelor in polymer sciences or materials technology with elastomers or adhesives

- 5-10 years experience in a procurement organization. 3-5 years experience in managerial position.

- Working knowledge of and experience with cost control is necessary

- Familiar with supplier management and quality system control; knowledge of ISO 9001, ISO14000,OHSAS 18000 and other related system is a plus

- Excellent written and spoken English is a must

- Solid negotiation skills and effective communication skills internally and externally

- High standard of ethics and honesty

- Must be willing to travel frequently.

- Ability to interface multifunctional groups
