Key Responsibilities

Focusing on the development of Chinese Homologation & Regulation Department, this position is responsible for:

Provide a comprehensive service to all functions in JLR for the interpretation and/or clarification of all Chinese automotive regulatory requirements, corporate voluntary agreements and Memoranda of Understanding specifically in relation to JLR products. This work to be undertaken in conjunction with ASO in the UK to ensure maximum efficiency and commonality of opinion.

Monitor developments in product-related legislation. Ensure appropriate personnel in JLR are aware of new or modified global regulations.

Act as the single gateway to moderate regulatory contact with Chinese Government for regulatory clarifications.

Co-ordinate JLR responses to Chinese automotive regulatory proposals. To use the agreed response to influence proposed future regulations to have content that is more appropriate to JLR products

Support Corporate Advanced Regulation Liaison Meetings and Global Technical Regulation reviews. Particularly those relating to Emission / Fuel Consumption and HEVs (Hybrid Electric Vehicles)

Provide a single point contact for all Automotive regulatory matters in China and act as reviewer and approver of Chinese specific labels, literature and texts required to meet or comply with regulatory requirements.

Represent JLR in lobby groups such as ACEA and other Chinese based institutions.

Review, distribute and archive ACEA, and other Industry forums documents provided. Co-ordinate JLR responses where necessary via appropriate channels.

Coordinate activity with Government Affairs office to ensure full alignment and agreement on Automotive legislative

Liaise with UK to agree necessary Chinese CoP requirements

Maintain all CoP Control Plans regarding local updates and support UK in producing associated Implementation reports

Act as NSC host for visiting Chinese government agency personnel who visit to conduct CoP and Factory Audits.

Develop processes and procedures to effectively work in the Chinese market.

Skills, experience and qualifications required

• Degree, preferably in Engineering, with minimum of 3 years experience in Automotive Engineering.
• Substantial experience in an automotive engineering environment, including in-depth knowledge of vehicle construction and systems.
• At least 2 years experience in a vehicle legislative function involving interpretation of legislation and knowledge of certification and type approval systems/component and procedures.
• Previous regulation involvement in Emissions, Fuel Economy and Hybrid Electric Vehicles, would be an advantage.
• Ability to read and understand regulatory texts and summarise these for consideration and discussion by JLR.
• Good understanding of audit processes, preferably with some ISO9000 audit type experience.
• Good understanding of CoP and how this is applied within the Chinese CCC system
• Ability to focus and lead continuous improvements and opportunities.
• Excellent interpersonal skills and the ability to present complex information to all levels within the business.
• Fluent English both oral and written.
• Able to operate standard office software packages
