KEY OBJECTIVE
? Manage building and office management services for Oracle Beijing Sales office to provide a quality work environment that enhances employee productivity
? Implement Real Estate and Facility processes and programs in Oracle Beijing Sales offices

SPECIFIC RESPONSIBILITIES

Facilities Management and Operations
? Manage facility operation/services to maintain a quality working environment . Services include building facility maintenance, indoor plant, cleaning, courier/mail, office general supply, central receiving, office equipment purchase/maintenance, recycling program, energy saving program, reception as many as other office administration related services
? Work with external vendors to develop and implement facilities plans. Review vendor contracts, onsite vendor performance, timely work order completion. Providing training to the onsite vendors on any Oracle requirements in standard processes, procedures, technology tools required to be utilized. Manage the on-site contractor toward a seamless support to Oracle RE&F and customers
? Communicate discrepancies, non-compliances, quality issues and exceptions to Manager and service vendors on a timely basis to ensure building facilities functional and working in high efficiency, and all office services issues are resolved promptly
? Set up annual preventive maintenance plan for all facilities equipments; Coordinate all maintenance agreement schedules, renewals, payments and site visits; Manage contractor’s ad-hoc works/Over time works.
? Obtain, review and estimate facilities operation costs including various of office services, office supplies, equipment purchasing and maintenance, office building interior repair and maintenance. Prepare Annual Facilities Operating Budgets and identify capital requirements during the budgeting planning process. Monitor facilities operation cost against approved budget.
? Monitor & verify vendor payment status to ensure purchase orders are not over-billed and vendors receive timely payment to avoid disruption in service.
? Proactively seek feedback from internal customers on related facilities services.
? Proactive communications with stakeholders and LOB to gather headcount projection, space requirements .Participate in collaborative space planning efforts with internal resources and user groups; Proactively seek feedback from internal customers on related facilities services.
? Support RE&F projects, lead new office set-up, seating arrangement , office moving, office reconstruction and renovation projects.
? Lead the implementation of various of global RE&F programs for Oracle Beijing Sales Office including but not limited to Flex Office Program, EHS and RMRP etc.
? Function as a liaison between Oracle, building property manager, and other vendors on any issues like temperature issue, renewal of monthly/quarterly season parking, as well as repairs and adjustments on as needed basis
? Provide regular standard reports as requested by the Facilities Director
? Handle facilities related duties when being assigned.
Managerial
? Manage all site Facilities staff including facilities specialists, receptionists, mailers and on-site M&E technician on work arrangement, troubleshooting, as well as process establishment
? Hire, train and manage contractors as needed.
? Provide direction and guidance in promoting career development and growth to direct reports, contribute to Oracle’s positive corporate image.
? Encourage subordinates to track self-development/training progress.
? Maximize resource utilization and delegation of tasks to RE&F support staff.
? Establish, maintain job descriptions for all direct reports; review on an annual basis for accuracy.
? Prepare and conduct performance appraisals annually. When necessary, established detailed performance improvement plans by coordinating with HR.
? Manage staff training requirements.
? Conduct regular meetings with direct reporting staff to review site Facilities operations.
? Set up team goals, development plans and identifying critical competencies for immediate reporting staff
? Continually set and review performance expectations for each staff member
? Provide training to direct reports on RE&F standard processes, procedures, technology tools required to be utilized
? Create & Maintain good team spirit
? Streamline workflow and reduce process redundancy


RELEVANT EXPERIENCE and QUALIFICATION
(Indicate the essential experience, qualifications and attributes required to perform this position effectively)

Functional Specific Competencies:
? At least Bachelors degree with 10+ years office management experience in a large corporation
? Expert in building services, including electrical, HVAC, plumbing, energy management.
? Experience in dealing with outside vendors, negotiating agreements
? Extensive use of Excel, Word, PowerPoint as well as email
? Good interpersonal and conflict resolution skills exercised in a reasonable, fair and consistent manner
? Details oriented
? Understanding of office procedures and property management responsibilities
? Analytical skills; ability to create spreadsheets and provide an analysis
? Willingness to be available for after hours emergencies
? Excellent time management skills, including the ability to respond to voicemail/email within 24 hours of receipt
? Strong customer service orientation
? Excellent organizational skills with ability to prioritize
? Ability to work independently with minimal supervision and handle multiple tasks
? Responsiveness to customer requests/service issues
