Responsibilities
Operations
1、Plan, allocate and monitor resources for logistics support as needed (school functions, PE, Marketing, etc.) to ensure fitness for purpose and best value for money.
2、Management, monitoring and review of third party logistics contracts, including cleaning, security, catering, maintenance, bussing, landscaping, and nursing services, ensuring required standard of service, that school premises are kept secure and that legal and operational requirements are met at all times.
3、Manage medium and long term logistics contractual relationships including setting, reviewing, monitoring contracts, setting and monitoring KPI’s, tenders, negotiations and renewals to ensure efficient and cost effective service provision.
4、Organize school/room relocations within existing and to new facilities including transportation, breakdown and setup, cleanup, etc.
5、As directed by the Director of Business Administration, plan, prepare, provide drawings and costings for small, medium and large school premises improvements, liaising as required with the DCM Director of Operations.
6、AQI reading/monitoring - plan for high pollution day, ensure good air filtration.
Facilities:
1、Prepare maintenance, renovation and construction schedules (facilities and engineering works)
2、Manage the day-to-day work of external service providers and contractors including, but not limited to, catering, cleaning, maintenance and landscaping, security
3、Coordinate the school’s vehicle fleet maintenance
4、 Manage all third party facilities and maintenance contractual relationships including monitoring of standards, setting and monitoring of KPI’s, tenders, negotiation and renewals
5、Manage small, medium and large facilities capital works as required and in consultation and co-operation with DCB Director of Business Administration and DCM Director of Operations.
6、Proactively identify and pursue opportunities to optimize effectiveness and achieve cost savings, process and functionality improvements.
7、Liaise with the school’s landlords, public security bureau officers, and local government officials as necessary and requested
8、Oversee the school’s engineering systems e.g. heating, ventilation and air-conditioning systems, procedures and improvements ensuring they are appropriate, well maintained and functional at all times
9、 Fire system maintenance
Health and Safety
Responsible for day to day management of the school’s Health and Safety provisions, Health and Safety Co-ordinator, in consultation with and as directed by the Scholl’s Health and Safety Officer (Director of Business Administration), including:
The implementation and review of the School’s Health & Safety Policy;
Ensuring precautions and safe systems of work are developed in order to identify hazards and control risks. Ensuring all the systems are working effectively.
Safeguarding
Deal with Safeguarding operations issue within school.
Attend Safeguarding Committee meeting and follow up with action plans
Staff Management
Take performance management responsibility for DCB Operations and Facilities, in consultation with the Director of Business Administration:
Day to day line management of functional staff
Develop annual performance targets
Conduct performance reviews
Manage ongoing staff performance and skills. Ensuring required skills are available
With the Director of Business Administration, recommend staff adjustments and disciplinary actions when required
Oversee appropriate training and development for staff
Financial and general
In consultation with the Director of Business Administration, plan, prepare, monitor and control the annual and monthly expenditure for the Operations and Facilities budgets, being accountable for variances, providing costings, estimates, forecasts as required and assisting the Director of Business Administration.
Skills and Experience Required
Capabilities
Good planning, organizational, and communication skills; excellent budgeting and financial management skills
Proven ability to manage large staff teams, third party contractors and vendors
Proven ability to work effectively under pressure and to tight deadlines
Advanced financial management and budgeting skills
Experience
Mandatory
Senior responsibility in a major operations or logistics management role
University degree in a related discipline (e.g. engineering) or equivalent professional qualification
5 years or above relevant work experience in a large multifunctional operational role
Fluency in spoken and written English and Chinese
Desired but not mandatory
Experience of working in a school environment
