职位描述

Major Responsibilities
-The job holder provides leadership and coordination for local HR applications (HR-IT) administrative, operational, process improvement and system change activities in China. He/she is familiar with the key Bayer HR and HR application processes and functions and ensures that these are taken into account at the local level.
-Proactively work with the local and global HR community (HR experts, HR Business Partners, HR services etc.) locally to convert strategy, policy, systems, tools and processes into HR application solutions and services for China.
-Proactively identify HR application service delivery issues and take appropriate action to resolve; promote performance improvement initiatives based on local needs and global structure.
-Market HR Applications to the staff and management of the local HR organization to build acceptance and encourage confidence in HR Applications.
-Establish a work culture within local HR Applications that promotes teamwork and sharing within HR Services globally and partnering with stakeholders based on global governance.
-Ensure efficiency and reduction of complexity by standardization and the use of best practice in service delivery for HR Applications based on global framework.
-Ensure appropriate metrics (including third party KPIs) for local organization in line with global governance.
-Ensure the implementation of local norms and laws in relation to HR administrative processes and systems (e.g. payroll).
-Ensure local support and knowledge for incident/problem management, local system execution tasks, local system implementation support for local topics and B/C level for local topics based on global steering and rules.
-Ensure local support and knowledge for business and version testing for local processes, management of authorization roles, quality of local master data and Basic Bundle support.
-Is the first contact regarding global HR Applications within China.
-Ensure compliance and risk management across HR Applications and systems locally.
-Ensure knowledge transfer of best practice from and to the global HR Applications organization/community.
-Manage internal and external HR Applications staff (recruit, on board, motivate, develop, determine merit and identify talent) in line with the Bayer LIFE values.
-Ensure proper succession management and skill assessment of workforce in HR Applications.
-Maintain supplier relationships for sourcing external resources.
-Works with project leadership to closely manage the scope of project development efforts to ensure cost containment and on time delivery of technology solutions.
-Has clear overview about changes, project requests and developments within China and coordinates as needed.
-Supervises prioritized projects and services in the region and supports the project/service team.
-Ensure successful delivery and improvement of local HR applications solutions and services.
-Ensure efficiency, effectiveness and reduction of complexity for HR Applications.
-Ensure compliance and risk management.

Education, Qualifications and Skills:
-University Degree in Computer Science, Business, or a related field with at least five years of experience with application development and system operation, preferably with HR and Payroll systems. This should also include several years of management experience;
-English language should be fluent both in the spoken and written form
-Demonstrated ability to provide local leadership in a global team environment;
-Proven experience with leading major projects and developing strong working relationships with stakeholders, the HR community and customers;
-Ability to negotiate with and influence customers and suppliers
-Knowledge of local norms and laws related to IT administrative processes
-Team-oriented leadership skills honed through experience with senior management.
-Communications strategy and messaging skills with the ability to build long term partnerships with internal management & staff, including the various relevant representatives of workers groups and external stakeholders.
-Experienced in multidisciplinary project- and corresponding change management.
-Ability to work in a multicultural environment.
-Experience working and collaborating within a global organization and international environment.
-Experience with guiding and coaching staff development.
