Los Angeles-based AIDS Healthcare Foundation (AHF), a non-profit, is a global organization providing cutting-edge medicine and advocacy to more than 500,000 patients in 36 countries. We are the largest provider of HIV/AIDS medical care in the U.S.
SUMMARY
AHF China is looking for a competent candidate for the positon of Deputy Country Program Manager. The Deputy Country Program Manager is responsible for ensuring full support of the China country program. S/he is responsible for strategically leading, directing, developing, and managing AIDS Healthcare Foundation’s (AHF) program in China as an effective member of the AHF Asia Bureau team.
Qualifications and experience:
The incumbent mush possesses MD, MPH, or MSc degree and 3-5 years of relevant experience; or relevant medical degree and/or at least 5 years of relevant experience in managing public health/international development programs.
Experience in Human Rights, Sexuality & diversity/sex health, Health & HIV marketing;
Sustained experience in community mobilization and events management work at a National and regional level;
Proven experience in relationship building, partnership formation and management;
Familiarity with the relevant countries’ marketing and advertising laws and procedures.
Main Responsibilities:
Provide leadership, managerial and technical oversight for AHF’s China program, in collaboration with the Chinese Government and other Partner Programs, which includes but is not limited to: capacity building, project logistics, security, finance and administration;
Solicit opportunities with potential donors to expand AHF operations in HIV treatment and care services in China;
Conduct a situational analysis that provides information about treatment related projects or activities, including government treatment plans, on various provinces of China;
Monitor and report any changes across China in treatment, and treatment access issues;
Monitor the quality of existing HIVAIDS care and treatment service;
Initiate potential projects in selected provinces of China, and develop program designs, work plans, Gantt charts and revising fundraising, and project planning materials for AHF projects in China;
Participate in proposal preparation, in collaboration with AHF Corporate Headquarters, AHF Global Secretariat and Asia Bureau Secretariat, including field assessment, writing, and negotiations with donors, identification of partners, and preparation of proposals, logical frameworks, work plans, and detailed budgets;
Represent AHF at meetings and conferences, in particular those related to HIV/AIDS treatment, technical, and/or policy in China;
Advocate AHF perspective on HIV/AIDS-related policy, laws, and regulations in China;
Update latest information, monitor and report HIV/AIDS-related policy, laws, and regulations in China;
Responsible for the smooth functioning of the projects, liaise with Ministry of Health, China, Chinese CDC, NGO and iNGO partners, PLHA groups and other key stakeholders and report on a regular basis to the Asia Bureau Chief(ABC) and Deputy Asia Bureau Chief (DABC);
Identify training needs, plan and coordinate training programs and activities in collaboration with ABC and DABC, and local implementing partners;
Conduct regular monitoring and evaluation of the project outlined in the work plans and to keep ABC and DABC informed of the quality, relevance and other important issues of the project to manage effective implementation to achieve targets of the set objectives;
Regular detailed reporting of the activities, progress and updates on a weekly, monthly basis to ABC and DABC on project activities and a detailed quarterly report for AHF consultations and reviews;
Update AIDS Healthcare Foundation – Asia Bureau with the latest information about HIV/AIDS related policy, laws, guidelines and regulations in China and also distribute it to doctors and managers in project sites;
Advocate and integrate AHF project into national HIV/AIDS control strategy and build up partnership with other stakeholders in national HIV/AIDS related network, improving communication, experience exchanging and cooperation;
Evaluate program activities and the improvement or enhanced capability or skills of those who had been trained and mentored by AHF trainers;
Make necessary visits to various provinces on recommendation of AHF DABC and conduct rapid situation analysis and produce report of the situation and the feasibility and recommendations for planning and strategy for needed areas of intervention in the HIV/AIDS treatment and care;
Organize local logistics, supervise and manage the itinerary of consultants or visitors from AHF;
Supervision of the medical directors and other clinical and administrative staff.
Any other task as assigned by AHF Asia Bureau Chief and Deputy Asia Bureau Chief.

美国艾滋病健康基金会（AHF）中国项目：
2006年，AHF中国项目在山西省临汾市启动了***个项目，至今在中国已经有九个项目点，服务于42300名服务对象。AHF中国项目致力于与政府机构、医院以及国内和国际组织建立合作伙伴关系网，以便促进HIV感染者的检测和治疗。2008年，中华预防医学会与AHF中国项目签订了财务管理和项目开发支持协议。

以患者为中心的艾滋病关怀和治疗：
自2006年以来，AHF中国项目一直致力于与***和地方抗病毒治疗门诊合作，共同在中国提高抗病毒治疗服务的可及性，具体活动包括：给医生和护士提供抗病毒治疗服务培训，给贫困患者提供免费药物用以治疗和控制机会性感染，以及建立社区合作伙伴关系以便改善感染者的生活质量。此外，AHF中国项目还通过开展试点项目更好地确定HIV诊断与早期抗病毒治疗服务之间的联系。AHF希望试点项目会给未来的政策决策提供参考依据。
此外，AHF中国项目还与相关机构合作，例如卫生部、中国疾病预防控制中心性病艾滋病预防控制中心、地方抗病毒治疗门诊和疾控中心，为感染者开展倡导活动。在每年的世界艾滋病日和国际安全套日，AHF中国项目都与***和地方合作伙伴共同举办艾滋病防治宣传活动。卫生部、中国疾病预防控制中心和联合国艾滋病规划署等组织机构的主要领导出席了这些宣传活动。
