This position is based in Nanba, Dazhou . Work schedule is 28 days on, 28 days off. Company will provide accommodations on days on. Transportation is to be provided from home location to Nanba. Salary is paid 12 month period. Please provide CV in English.
Job Responsibilities:
Translation Services:
Provide written and verbal translation services for Superintendent and FE functional groups as needed.
Administration Assistant is a single point of contact interface with the many suppliers, vendors and contractors that deal with the FE Superintendent and Staff on a daily basis.
Also will provide guidance for the balance of translation work between the FE Interpreter and the CDB Translation Pool.
Travel Logistics and Staff Onboarding:
Make all necessary travel arrangements and room reservations for FE personnel both for business and rotational travel.
As liaison with CDB Chengdu office and other external business partners, manage visitor itineraries, travel arrangements and required HES and Security orientations.
Coordinate all CDB on-boarding procedures and requirements for all FE department staff.
To include outfitting of all staff with uniforms, FRC gear and PPE.
Office Support Services:
Manage soft and hard copy of documents, and manage the administrative document control system for Facilities Engineering personnel in accordance with MCPIMS.
Be a champion in use of IC and provide guidance to FE staff to use correctly.
Maintain office supplies.
Provide printing, scanning and copying services for department staff.
Booking of conference rooms and organization of meeting logistics for speakers and presentations.
Prepare and distribute minutes of meetings and track timely completion of all related action registers.
Functional Administrative Support:
Liaise with Chengdu FE office and other Dept offices for consistent administration requirements.
Maintain communication with administrative SMEs and support sharing best practices.
Provide functional support, guidance and technical support to CNOOC Translators assigned to FE personnel.
Monitor and expedite FE personnel’s timely completion of CDB HES training requirements, Compliance CBT module completion, BBS Observation targets, and follow-up of MSW, CHESM Field Audits and Contractor Performance Improvement Plans.
Maintain FE Safety Meeting Roster and notify and provide SM materials to facilitation groups well in advance of scheduled meetings.
Maintain Project Index and be responsible for ensuring project owners complete their weekly reports by close of business on Thursdays
Prepare weekly reports for FE Manager by 2pm on Fridays.
Maintain current org charts and contact lists.
Receive OE Incidents and place into Weekly Meeting folder for next weeks meeting.
Maintain facilitator list for weekly meetings and provide notification in a timely manner
Tracking of National Staff training compliance
Budget and Business Plan Support:
Monitor FE Cost Center, AFE and Contract expenditures to assist FE Superintendent with OPEX and CAPEX forecasts and monthly accruals.
Extract financial data from Ariba and JDE as required for FE reports.
Support timely execution of Work Orders, Work Requests, Contracts and Change Orders and monitor the associated work processes.
Coordinate with SCM personnel for procurement of materials, equipment and supplies to support FE activities.
Establish and maintain a project cost reporting process and work with engineers for timely maintenance of cost control and VOWD calculations.
Qualifications:
Bachelor degree or above.
2 years or above related working experience is preferred.
High level of ability to understand and verbally understand instructions, directions and tasks in English.
Ability to write English documents such as meeting minutes, letters, emails and memorandums.
Good level of proficiency on MS Office applications, especially Excel, Word & Microsoft Projects.
Excellent organization skills and ability to prioritize and multi task.
Understanding of IC and basic document control.
Ability to conceive and implement processes and procedures.
Ability to manage vendors and service providers effectively.
Must be adaptable, and able to work under high pressure for extended periods in basic conditions.
Preferred Qualifications:
- Prior experience in an administrative role and a basic understanding of the oil and gas industry.
- Experience working with service providers and contractors, especially in a hotel or facilities environment.
