Job Title: Director of Government Relations
Primary Responsibilities
·?Create and implement and strategic long term government relations strategy, aligned to the
business and operational needs of Accor branded hotels and affiliate companies in Greater
China.
·?Develop and maintain strong relationships and engagement channels with key central and
regional governments and quasi-government entities e.g. associations in China region with a
focus on trade, cultural and tourism.
·?Develop and implement government relations and regulatory affairs strategies and provide
direction for implementation of these to support the Company long-term growth agenda in
the region.
·?Based on industry and operational issues, identify and profile key government and quasigovernment stakeholders at all levels of Chinese government.
·?Evaluate and analyze government stakeholder perceptions of relevance to Accorhotels GC
and develop key messages to communicate and influence.
·Efficiently obtain latest intelligence of government policies and regulations in China. Provide
advice across Accorhotels GC and its affiliate companies to ensure Governmental aspects of
policies/proposals/initiatives are properly understood/assessed & consistently handled.
·?Conduct government policy research, analyze the business environment and regulations,
monitor the regulatory and political landscape for threats and opportunities to Accorhotels
and its affiliated company’s business, and effectively communicate this to management team.
·?Coordinate engagement by executives of the company using identified channels and
messaging, acting as a "quarterback" for overall Accor Greater China’s branded hotels and
affiliate companies engagement with government.
·?Support executive visits and key milestone events through effective leadership and
management of related government programs including program development support,
briefing material, protocol, etc.
·?Drive the strategic relationship and further engage with Accor Greater China key owners.
Support the maintenance of strong relations with our strategic partners e.g. Huazhu.
·?Identify key channels for engagement and advocacy, including but not limited to direct
engagement, third party engagement (key opinion leaders, industry associations, etc),
foreign diplomatic missions and business chambers and media (in conjunction with the
communications team).
·?Participate as an active member of the business community in activities and initiatives which
benefit the position's overall mandate, including participation and leadership of business
chambers, industry associations, and etc.
·?Publish monthly Government Affairs Newsletter.
·?Remain aware of potential global implications of local issues and provide recommended
solutions.
·?Mentor and develop team members; hire, fire, assess, discipline, document performance,
recommend salary and classification changes.
·?Plan, organize, control and lead subordinate functions within established budgetary and
manpower plans; establish goals, performance standards, and operating procedures for
assigned functions. Participate in creation of department staffing and capital budgets.
·?Perform any other duties, within the employee’s range of competence, as required by
management.
Experience and Competencies
·?BA/BS International Relations, Public Affairs, Public Policy, Law, Journalism
·?10+ years related experience
·?Leadership, management and partnering experience
·?Demonstrated experience in strategy development, implementation and evaluation
·?Professional experience in government relations, regulatory affairs and/or public affairs for
multinational company or NGO in China
·?Strong verbal and written communication skills, including verbal and written fluency in
English and Mandarin Chinese
·?Detailed knowledge of Chinese government structure, functions and legislative processes at
central, regional and local levels
·?Understanding of issues effecting multinational businesses in China
·?Good interpersonal skills with ability to communicate with all levels of employees and
project shareholders
·?Strong sense of commercial and aim to enable business.
·?Good team working skills and able to work effectively and contribute in a team
·?Multicultural awareness and able to work with people from diverse cultures
·?Flexible and able to embrace and respond to change effectively
·?Ability to work independently and has good initiative under dynamic environment
Technical Skills and Knowledge
·?Demonstrated ability to counsel business leaders and strategy development
·?Proven capability in stakeholder management, public and government affairs.
·?Understanding of global brands and working in an international environment.
·?Demonstrated experience in leading and developing people
·?Demonstrated experience in issues, crisis management and communication
·?Demonstrates strong verbal and written communications skills (English and Chinese –
Mandarin) for the purpose of presenting and discussing technical information, establishing
rapport and/or influence and gain the understanding of others.
·?Demonstrated project management experience in organizing, planning and executing largescale projects from conception through implementation.
