We’re now recruiting:

Finance Manager
（one, Based in Kunming）
Managed by the Head Office Operations Unit and reporting to the Director of Operations directly, the Finance Manager is required to manage both Finance and Project Audit Teams in China and ensure that the overall financial operation in China is in compliance with the government law and international accounting standard. With other field offices’ managers’ support, s/he shall coordinate and suggest improvement plans for respective field offices’ internal finance.
Key Responsibilities:
1.Establish financial management plan and policy: develop financial management and administration policies, guidelines, strategy and year plan and ensure the compliance with that of head office.
2.Maintain financial management and programe auditing functions, ensure operations are conducted in a efficient and effective manner. The Manager is required to prepare financial report, manage the daily accounting operations and administration, control expenses in accordance with the budget, supervise programme auditors and ensure their work is in line with the internal guidelines. The Manager is also required to provide training, monitor and support the programme partners in order to lift up the standard of OHK’s accountability and transparency.
3.Responsible for compliance review and endorsement to projects and to contracts.
4.Build up a team that is strong, proactive and with diverse skills, ensure consensus building and ensure organizational learning and staff development is arranged as necessary.
5.Perform management duties: develop systems as necessary to ensure compliance of financial, programme, human resources policies.
6.Communicate with government and local partners, community organizations and other INGOs and represent OHK as necessary.

Requirements and Qualifications:
1.A recognized degree in accounting or finance with a professional accounting qualification in both China and overseas, e.g. CPA or equivalent.
2.Familiar with China law and international accounting standard and regulations.
3.8 years or above relevant experience with a minimum 3 years in a managerial capacity, Audit work experience in Big Four is highly preferred.
4.Strong leadership and management skills, building consensus and handle cultural difference.
5.Strong analytical ability, effective communication and negotiation skills.
6.Proficient in written and spoken both English and Chinese. Fluent Putonghua is a must.
7.Identification with Oxfam’s mission and vision is highly desirable.
8.Ability to work under pressure and meeting deadlines.

财务经理
（1名，昆明）
在总部营运团队的管理和营运总监的直接领导下，财务经理负责管理中国的财务和审计团队并且确保在中国的财务营运符合政府的法律和国际会计准则的相关要求。她/他同时需要对其他办公室的内部财务协调或者提供改进建议。
一、工作职责：
1. 制定财务管理计划、政策，制订财务政策、 指引、 策略及年度规划，并确保跟总部接轨；
2. 维护日常财务管理和项目审计，确保财务及项目审计工作高效进行。具体工作包括负责财务报表的提供，日常会计业务和管理，依据预算控制费用，监督项目审计并且确保相关内部程序得到执行。她/他需要提供培训、督促并且支持项目伙伴以推进乐施会在问责和透明相关的程序制度的实行；
3. 对项目和合同进行确认和合规；
4. 负责建立一个坚强，主动、能力多样的团队，保持团队的共识，视需要组织培训和员工发展活动；
5. 执行管理职责，视需要建立系统以确保财务、项目、人力资源政策得到执行；
6. 与政府，本地伙伴及组织, 其他国际非政府机构等保持沟通，并在需要时代表乐施会。

二、任职资格：
1. 正规院校会计/财务管理相关专业本科以上学历，已获得国内外财务专业相关资格（如CPA）或同等专业会计资格；
2. 熟悉国家法规及国际会计标准和惯例；
3. 八年或以上财务管理、 监控、审计等相关工作经验，三年以上管理经验,如有四大会计师事务所的审计经验更佳；
4. 具备较强的领导力和管理能力，能够建立共识适应及处理文化差异；
5. 优秀中英文书面和口头表达能力；
6. 具备较强的分析力，有效的沟通及谈判技巧；
7. 认同乐施会的理念和价值观；
8. 具备承受高压工作环境及最后期限的工作能力。
