Supervises: HR Supervisor, Training Specialist, C&B Assistant, Adm. Specialist.
Job Summary:
Provides full range of human resources and administration support and service to plant. Services include, but are not limited to: recruitment and staffing, employee relations, employee communications, compensation and benefits,performance management, organizational and employee development, administration and general affairs, C-TPAT compliance.
Main Responsibilities:
1. Oversee a full range of HR and administrative functions and activities.
2. Play a key and strategic role in formulating, implementing and monitoring all HR/Admin policies and procedures.
3. Assess quality of organizational health accurately. Maintain positive employee relations climate by effectively anticipating, coaching, counseling and resolving employee concerns, complaints and questions.
4. Partner effectively with General Manager. Proactively challenge and influence managers to help achieve optimum balance between business demands and human needs.
5. Recruit, evaluate, select and retain high performing employees for positions at all organizational levels. Responsible for recruitment, selection, training and development, compensation and benefits, employee services and industrial relations.
6. Design and administer performance appraisal systems that effectively link individual performance and organizational goals.
7. Create and administer performance-based compensation programs to achieve and maintain internal equity and external competitiveness. Facilitate annual salary plan processes.
8. Facilitate talent reviews/succession planning processes. Assist in identification and prioritization of employee training and development needs. Provide and facilitate appropriate training programs.
9. Develop and implement employee communications plans that support corporate culture while focusing on business objectives, priorities and results.
10. Develop and control HR Department budget and company labor cost.
11. Partner effectively with Environmental Health and Safety (EHS) to assure safe and clean working environment.
12. Act as liaison between plant and headquarters and ensure related communications are implemented into the daily routine.
13. Partner with Productivity and Production team to continuously improve labor efficiency, data addressing and analysis.
14. Monitor C-TPAT implementation at daily base, ensure the plant align with trade compliance requirements.
15. Other duties as required by General Manager& Asia HR director.
Required Qualifications:
1. Bachelor degree.
2. Minimum 5 years experience in Human Resource Managerial position in foreign invested enterprise of manufacturing.
3. Excellent interpersonal and communication skills, HR professionalism in dealing with all kinds of matters.
4. Problem solving skills and flexibility, data analysis and logical methodology is required
5. Pleasant and approachable personality and sound integrity.
6. Fluent oral and written English is required
7. Experienced in EHS prioritized work environment.
8. Excellent leadership quality and with strong ability to influence people and a high level of ownership for decisions and projects.
9. Down-on-earth to care about details, strong execution and fast acting with dedicated & engaged work style.
