Minimum Qualifications:
<br />Bachelor's degree in Engineering or Construction Management with 15+ year's construction project management experience. Master's degree in Engineering or Construction Management field preferred
<br />15 Years direct construction management experience in the Semiconductor industry.
<br />Strong core competencies and technical understanding of facilities engineering related to utilities, Facilities equipment and Operations
<br />Demonstrated leadership of completing complex projects on time and within budget with world class safety and quality performance
<br />Disciplined and Data driven with strong attention to details
<br />Extensive experience in effectively working with 3rd parties and construction design firms
<br />Strong leadership and people skills to enable high performing teams
<br />Hands on experience in value engineering and cost management of constructions
<br />Job is located in Dalian China and directly reports to the Director of Facilities and Construction
<br />
<br />Preferred Qualifications
<br />Professional registration and/or PMP certification is a plus.
<br />Excellent understanding and execution of the Project Life Cycle and ability to manage multiple construction projects simultaneously using a range of project delivery and execution strategies
<br />Demonstrated ability to lead diverse groups of people and synergize highly functioning teams.
<br />Demonstrated ability to develop and maintain healthy customer and supplier relationships.
<br />Strong and demonstrated ability to influence organization and people outside of a direct reporting structure.
<br />Experience/history driving regular program reviews and influencing from working group through senior management
<br />Lean and innovation experience; strong business acumen with cost optimization focus
<br />Experience working across functional and organizational boundaries; leading consultants, contractors, fabricators, specification writers, and design team members
<br />Languages: English & Mandarin a plus

Responsible for delivering construction projects globally using multiple project delivery and execution strategies at a competitive advantage. Manages employees and outside contractors who construct new factories/office buildings and facility conversions including equipment install and associated support systems. Plans, provides resources for and directs activities in the Construction function to meet schedules, standards, and cost. Cultivates and reinforces appropriate group values, norms and behaviors. Identifies and analyzes problems, plans, tasks, and solutions. Provides guidance on employee development, performance, and productivity issues. Ensures projects are completed according to project plans and manages project team resourcing and training.



Description

The NSG F68 site is continuing to fill our fab and maximize capacity after a successful reentry in to the Memory wafer manufacturing business. F68 is in the process of hiring the needed people and skills to ensure site growth can be constructed and maintained to deliver the lowest price, is in-line with Rest-of-World practices, and is able to compete in the very challenging and rapidly growing Memory business. In this position, the Manager of Construction is responsible for delivering construction projects on schedule, on budget and within scope including Greenfield, Base build, and Tool Install in Dalian China, Implementing solutions to enable Site Master Plan goals and objectives, meeting all environmental and compliance standards. She/he must meet these requirements while ensuring the safety and well-being of those performing the work, must be well versed in rest-of-world construction practices, and is able to deliver innovative solutions that meet the site needs.

Overview: A successful candidate must reflect high levels of creative problem solving, effective design and scoping, and drive cost effective solutions, ensuring projects are completed within time and budgetary constraints. This position will focus on leading the planning & execution for all levels of construction to achieve world class costs, quality, safety, and schedule performance. She/he will lead the site construction department / team (Base build Construction, Tool Install, Construction Design, Construction Engineering) and will be responsible for managing the scope, schedule and budget of their complex and fast paced assigned projects. We are looking for someone who can communicate and influence stakeholders and other professionals, can influence at the senior staff level, work effectively in a team setting, work in a fast-paced environment, and readily adapt as changes are made. The successful candidate will be a senior and experienced leader who would own all aspects of planning, sustaining, and startup of the fab facilities / infrastructure with the following expectations

Delivers on Execution & Budget for the fab construction project that is matched to world class memory operations (design, schedule, and cost)

Works closely with the Facilities and Services Organization / team best leveraging site resources to maintain low indirect construction costs while maintaining life cycle cost and reliability

Closely partners, leads, and defines the engagement requirements with government, external design firms and suppliers / contractors

Makes technical and informed risk taking decisions related to facility systems and design requirements

Leads and build the team that matches partner fabs

Works through all the external regulatory, infrastructure, and real estate issues with local government for timely approval

Builds the necessary connection points and "virtual network" with other fab network

Leads feasibility studies and Site Master Planning and Utility forecasting for future projects & expansions

Role modeling of Safety and achieving a world class / injury free culture

Assures accuracy of financial forecasts

Leads contract and legal negotiations, incident investigations, safety training, and project assessments;

Will have to build collaborative teams with contractors, suppliers, system owners and customer/stakeholders to define project execution plans; 举报 分享
