Job Title: Cost Control Manager

Position Overview

Cost Control Manager (hereinafter the ‘Manager’) is the key member of the Development Department at Prologis China (hereinafter the ‘Department’), who carries out all activities relating to budget and cost control for building projects, from the initial cost estimation to the final account. The Manager seeks to minimize the costs of a project, while still achieving the required standards and quality. The Manager is responsible for the following aspects of work:

1. Cost Estimation

Prepare the cost estimation based on project site plan to support in project evaluation / IC Book preparation process.


2. Tender and Procurement Management

Following the approved SOP, support Director, Project Controls & Due Dilligence, in managing and coordinating the timely implementation and completion of entire Tender / Procurement/ Contract Process, with technical supports from internal project management, and technical / design team, and prepare Order Proposal for Management to decide on selection of contractors or suppliers for the execution of Prologis development projects


3. Cost Monitoring and Reporting

Evaluate and Validate the VOs during the construction, work with 3rd party Q.S. to settle the final account. Establish and maintain tracking records of cost development of Prologis projects, to identify project cost risks and trends. Prepare Development Tracker and monthly forecast of development payments. Set up the cost database.

Major (Day-to-day) Responsibilities

  1. Prepare the initial cost estimation
  2. Prepare tender and contract documents, including bills of quantities
  3. Prepare and analyze costing for tenders;
  4. Undertake costs analysis
  5. Perform risk and value management and cost control;
  6. Advising on procurement strategy;
  7. Providing advice on contractual claims;
  8. Evaluate and validate the Change Orders
  9. Value completed work and arrange payments;
  10. Negotiate and settle the final account
  11. Manage the vendors
  12. Manage the 3rd party Q.S.


Experience and Requirements

  • University Educational background and major in cost management/civil engineering or project management required, (bachelor of engineering degree preferred)
  • Register cost engineer/cost consultancy engineer or RICS is preferred
  • Minimum 8 years in-field work experience in the role of construction cost estimation, quantity survey, budgeting, tender / procurement management, and construction project cost control;
  • Work experience in a multi-national company in China is a plus;
  • Fluent in English, both in oral and in writing;
  • Good communication and negotiation skills;
