Background
Save the Children works in more than 120 countries. From emergency relief to long-term development, we help children to achieve a happy, healthy and secure childhood. We listen to children, involve children and ensure their views are taken into account. We want to bring immediate and lasting changes in children’s lives, ensuring that all children survive, learn and are protected from violence. Save the Children has been working in China for over two decades. It is registered as a representative office of an overseas foundation with the Ministry of Civil Affairs, and reached over 1m children in 2014.
We provide immediate relief to affected children and families in the form of child-friendly emergency supplies, such aschild-sized protective clothing, feeding bowls, and utensils, as well as blankets, torches, and makeshift shelters. In the crucial moments before more comprehensive healthcare can be secured, we distribute hygiene essentials such as washbasins, towels, soap, and toothbrushes/toothpaste to families. We also provide breastfeeding mothers with the facilities necessary to keep feeding their babies, and offer nutritional supplements to young children.
Overcoming Distress: In order to ensure the emotional well-being of children in the face of trauma, we train caregivers to provide the necessary emotional support to children following a disaster. Our proprietary Psychosocial First Aid intervention teaches children to process their grief and anger in healthy and productive ways. Given the chance to play, talk, and express their feelings in a safe and receptive environment, children have a better chance at reclaiming a sense of normalcy to their lives.
Returning Children to School: We gather and distribute resources to aid schools and early childhood care centres in reopening as soon as possible. In order to engage our youngest victims, we provide educational toy kits, and facilitate the training of early childhood care professionals through playgroups. Our HEART (Healing and Education Through the Arts) program encourages children to express and regulate their emotions through activities such as painting, sculpting, dancing. By exercising their minds and bodies in guided endeavours, children learn to cope with stress and improve their self-esteem, while improving their cognitive, social, and physical skills.
KEY AREAS OF ACCOUNTABILITY:
- To support the Humanitarian and DRR manager to coordinate for China Programme work in emergency and disaster risk reduction (DRR) including facilitation of external partners as well internal teams and to ensure the Humanitarian and DRR project can be implement on time with good quality.
- To coordinate the NGO humanitarian capacity building project including partnership, project and assist the budget management responsibility.
- To coordinate China country office emergency preparedness and response. Including provide supports on accountability, to revise and follow up with EPP plan, support build of ready to go team through capacity building as well preparedness of key national and sub office functions.
- To work as field lead or coordinator at any emergency response and undertaking both remote and deployment for filed level response etc.
- Responsible for contribution on improving Humanitarian Response and DRR knowledge, skills, project management and capacity building in the Country Office via closely working with the Humanitarian and DRR manager, different function team and Regional Office.
- To facilitate the project implementation team in terms of development, review and initial implementation of projects.
- With the supports from Humanitarian and DRR manager, to provide supports on DRR and support development of DRR thematic programme and strategy, ensure the all the DRR projects in line with CSP.
- To provide supports and coordinate on internal emergency capacity building through Save the Children China programme and external capacity building activities.
- To work as the Monitoring and Evaluation Focal point in terms of Humanitarian and DRR projects in China

QUALIFICATIONS AND EXPERIENCE
Essential:
• Certain experience of emergency response.
• At least 3-year experience in project/programme budgeting, implementation, monitoring, review and evaluation preferably from a child rights approach, ideally in disaster risk reduction and humanitarian response work, prefer international NGOs.
• Strategic thinking and planning skills, including ability to set SMART objectives, agree priorities and evaluate impact.
• Ability to communicate effectively at a high level with a range of appropriate styles for different audiences, in Chinese and English.
• An understanding of and commitment to, the aims of SC as an organisation working for social change and active in the promotion of the rights of the child.
• Experiences working with high level government agencies and academics on policy issues related to emergency response and DRR.
Desirable:
• Master’s degree on policy, DRR, Humanitarian Response, human rights, social science or equivalent fields.
• Knowledge and experience of working with government
• Experience of working in emergency response projects
