职位描述
I:PRINCIPAL PURPOSE(S) OF THE POSITION:
To provide service and advice to the Supply Center and Area Sales Operations in the area of Human Resources, especially in Organization Management, Manpower Planning, Compensation Management, Recruitment, Manpower Training, Management Development, Performance Management, Culture Management, Employee Relations, Payroll/Benefits Administration, Security and Administrative Services
To ensure that Human Resource Policies, Procedures and other established HR Corporate/Division and Operating standards are consistently implemented and meet the current and strategic needs of the Supply center/Area Sales Operations.
The management of the Human Resources functions will cover the following diverse operations :
· Plant Operations
· Sales Operations
· Logistics
· Finance
· Quality and Productivity
· Communication
To ensure implementation of procedures and work instructions pertaining to the various functions of the position as stated in the Procedures and Work Instructions Manual.
II. DUTIES AND RESPONSIBILITIES
A. ORGANIZATION MANAGEMENT
Ensures that planning and design of organizational structures are in line with SMBP business/functional plans.
Identifies effects of organizational structures and job design particularly on work relationship and clarity of roles and responsibilities.
Ensures the responsiveness of organization structures to the overall thrusts of SMBP.
B. MANPOWER PLANNING
Provides service and advice in the forecasting of manpower needs of every unit in order to ensure availability of the right quality and right quantity of the manpower resources at the right time.
Determines how future business plans impact on the manpower requirements of the Supply Center/Area Sales Operations and recommends the appropriate HR programs to respond to the same, for example, re-training, redeployment, etc.
C. MANAGEMENT DEVELOPMENT
Ensures availability of critical resource, for example: supervisory/managerial & technical personnel through effective planning, sourcing and maintenance.
Facilitates the development, administration and monitoring of the Management Development Program for the Supply Center/Area Sales Operations.
Ensures career movement decisions are according to approved MDP plans.
D. RECRUITMENT
Ensures the availability of the right quality of employees for the manning requirements of the Supply center/Area Sales Operations.
Ensures that the appropriate programs for placement or redundancy of employees affected by organization changes are in place.
E. TRAINING
Ensures that the required human resource competency are developed and maintained through the implementation of training and other development programs.
Ensures that TNA are conducted as basis for development of appropriate training programs.
Ensures conduct of specialized training programs that address unique needs and requirements of the Supply Center/Area Sales Operations either through internal and external resource.
F. ORGANIZATION DEVELOPMENT
Conducts organizational research and diagnosis.
Designs appropriate HR program interventions to facilitate desired changes.
G. COMPENSATION/PAYROLL
Ensures that employees are fairly and equitably compensated based on their value contribution in the organization.
Ensures the consistent and implementation of Payroll Policies and Procedures.
Ensures the accurate and prompt payment of salaries and wages of all employees throughout the Supply Center/Area Sales Operations.
H. BENEFITS ADMINISTRATION
Ensures the timely delivery of employee benefits and services to clients.
Identifies improvement areas in the administration of benefits and align these to employee needs while ensuring its consistency with corporate /SMBP policies.
Ensures that the Benefits Program reinforces corporate/SMBP values and norms.
I. EMPLOYEE RELATIONS
Ensures that the ER Program reinforces corporate/SMBP values and norms.
Sees to it that rewards are consistent and the proper and desired values are rewarded.
Ensures that the productivity based incentive programs for employees and appropriate livelihood programs for their families are properly implemented.
J. LABOR RELATIONS
Provides support and advices in the proper handling of labor relations activities with unionized groups.
Develop strategic approaches in dealing with unionized groups on matters related to CBA and in the effective handling of Labor-Management dialogues.
Provides advice to line managers in the proper administration of policies and employee discipline.
Establishes network of external contacts who can facilitate industrial peace in the Supply Center/Area Sales Operations.
K. SECURITY
Manages the security function at the Supply Center in order to provide a safe working environment.
L. MEDICAL AND DENTAL SERVICES
Ensures that the medical/dental services are properly administered at Supply Center in coordination with Corporate Health Services.
M. ADMINISTRATIVE SERVICES
Manages the administrative services based in the plant.
N. OTHERS
Ensures that an effective HRIS is in place to assist managers in their decision making.
Assesses current HRM practices and formulate plans for improvement.
Ensures the proper dessimination of people-related management directions and programs .
Ensures that adequate operating and capital budget are prepared for the requirements of HRA unit and that the same is properly and appropriately expensed.
Manages the overall technical functions of HR by providing the HR Staff with necessary directions, approaches and technical clarifications on plans, programs, issues and ensures accurate and prompt delivery of HR services.
Plans and administers programs to develop competent, multi-skilled & professional HR staff through coaching, role modeling, deliberate job assignments and learning sessions.
Plans and administers motivational approaches for HR staff to ensure their productivity and motivation.
Performs other related tasks as may be assigned from time to time.
III. MINIMUM REQUIREMENTS: (Education, Skills, Knowledge, Experience)
· College graduate preferably in Industrial Engineering, Psychology, Economics or other related field.
· Thorough knowledge in all facets of Human Resources Management.
· With strong leadership and management capabilities and good interpersonal relating skills.
· Good in oral and written communication skills.
